What you can do

Review and decisions in daily work

The finance officer prepares the instruction; Credit Reviewer decides whether the frozen revision may advance. That separation matters when treasury work moves money between provider-held accounts. The reviewer needs the purpose, amount, organization, party and account scope in front of them before recording an approval, rejection or return.

A decision record links to the instruction and the reviewer. It carries the source revision, decision time, reason and stable operation key. Those details make the decision auditable after the instruction has moved on. An approval applies to the reviewed revision. If the finance officer changes the scope, the earlier decision is not evidence for the new version.

A different person should review an instruction from the person who submitted it. App Administrator manages membership; Credit Reviewer owns the financial decision. Auditor reads the trail after the fact. This division lets the team inspect who prepared, decided and later verified an instruction.

How the work is organized

  • Check the revision. Credit Reviewer compares the instruction, party, amount and account lines with the presented revision.
  • Record a reason. The decision carries its reviewer, time and source revision.
  • Return changed work. Finance Officer presents a revised scope for another decision before submission.

What to agree during setup

Choose who may act as Credit Reviewer in each organization and how reviewer independence is checked. Agree on the reason text needed for an approval, rejection or return. The reason should explain the actual decision, including any account or counterparty issue the finance officer must correct.

Decide when a revised instruction returns to review. The team should preserve earlier decision records and their source revisions rather than editing them into a new outcome. Set an escalation path for a reviewer who finds an ineligible party or a debit and credit scope that does not balance.

Check the handoff on an actual case

Use a proposed transfer with a clear purpose and balanced account lines. Have the finance officer submit it for review. The credit reviewer checks the party, amount and revision, then records an approval with a reason. The finance officer can find the recorded decision and reason before following up on submission.

Repeat with a changed amount after review and ask the reviewer to inspect the new revision. Also test a rejection: record the reason, check that the instruction shows Rejected and confirm that the previous account and attachment evidence remains visible to the auditor.

What your team sees

  • Instructions Awaiting Review — Instructions in Review with their amount, party and revision for a decision.
  • Authorized Instructions — Approved scope ready for provider submission.
