Review and decision

A verified funding case reaches an Independent Grant Reviewer as a specific source revision. The reviewer compares community needs, attachments and the program policy, then records Approved, Returned or Rejected with a reason. The case decision follows that review and records its own reason. Keeping the review outcome separate from the case status makes a correction visible instead of silently turning an old approval into approval of a new version.
