Do not replace actual external reference or effect references with invented destination identifiers. Users.User is a self-reference in the source model; inspect the authenticated identity mapping before importing it. Exchange rates uses ID, while the operational records use Id.

- Establish Users identity mappings and Organizations with their active state, currency and time zone.
- Import team members and Customers with their Organization references and active eligibility.
- Prepare read-only exchange rates from the agreed reference source without changing quote USD semantics.
- Import Quotes, then quote lines and room packages with their Parent links and recorded revisions.
- Preserve review decisions, record attachments and operation receipts with their original evidence references and timestamps.
- Reconcile related records and test scoped access before allowing pricing or acceptance actions.
