3. Resolve exceptions Finance Reconciler

   Finance Reconciler records a concrete discrepancy as needs review; matching effects permit a receipt to be Completed.

   • Record Completed or needs review with a reason.
   • Updates Operation receipts

4. Close fixture Fixture Coordinator

   Fixture Coordinator completes the Open fixture after actual completion and reconciliation, or cancels unused scope while preserving admitted history.

   • Complete or cancel with history intact.
   • Updates Fixtures, Admissions, Review decisions
