Fixture Coordinator records the owning team, owner, venue, start time and capacity while the fixture is Draft. The coordinator checks that the venue and event window are workable.

Fixture Coordinator moves the current revision from Draft to Review and gives the Independent Reviewer the event context and attachments.

Independent Reviewer records Approve, Reject or Return with a reason and source revision. An approved fixture moves from Review to Approved.
