What you can do

Buy against a clear requirement

Purchasing Manager starts with a requisition that identifies the need date, requesting employee and cost center. The source may be a material planning requirement or a manual request. The purchase order then records the supplier commitment, currency and payment terms. Approval, transmission and supplier acknowledgment remain separate steps.

Supplier bills refer back to the order and accepted goods or services. Accountant checks the matching result before seeking financial approval. A price difference, quantity difference or absent acceptance needs a named resolution. The original supplier invoice number remains available for review alongside the internal bill number.

How the work is organized

  • Demand and approval. A submitted requisition gives an eligible Purchasing Manager a request to decide. The requester and reviewer must be different people under the agreed authority policy.
  • Supplier commitment. The order retains its approved amount and revision. Required dates and acknowledged supply help the buyer explain whether a customer promise has a supported purchase behind it.
  • Bill matching. Bill lines distinguish matched goods, price variance, quantity variance and other matching outcomes. Accepted receipt or service evidence gives Accountant a basis for the amount being billed.

What to agree during setup

Agree who prepares orders, who approves them and when Finance Manager handles an escalation. Two employees may hold the Purchasing Manager role while remaining separately accountable for preparation and review. Decide the limits and currency basis in the operating policy rather than relying on a screen’s visibility to confer authority.

Check supplier identity, payment terms and bank-change handling before loading open commitments. Classify purchases as stock, services or capital items so the acceptance and posting treatment matches the work. Decide who investigates each matching exception and how an amended order is returned for review. Keep supplier acknowledgment separate from the team’s own send action.

Check the handoff on an actual case

Start with a material shortage linked to a customer order. Purchasing Manager reviews the planned requirement, submits the requisition and obtains an independent decision. Prepare the supplier order for the approved scope, retain the revision and record acknowledgment when the supplier confirms.

Receive a partial delivery and accept only the usable quantity. When the supplier bills the full order, Accountant should see which quantity has acceptance evidence and which portion needs investigation. Purchasing Manager resolves the commercial difference with the supplier; Finance Manager approves the bill only after the matching basis is clear.

Repeat the case with a service purchase. Use service completion evidence and acceptance rather than creating warehouse stock for the invoice. The eventual payment run should include the approved obligation, while bank release and clearing remain visible financial events. This rehearsal checks the handoff between purchasing, operations and accounts payable before normal buying volume begins.
