What you can do
Commit supplier demand and distinguish arrivals from accepted stock
Purchasing Manager turns a shortfall into a requisition and then a supplier commitment. Each purchase line retains the product unit, ordered quantity, net price, tax and original promise. An approved order is the commercial ceiling for later receiving and bill matching. Revisions preserve the earlier basis rather than silently increasing approved spend.
Warehouse Operator records what actually arrived, including the lot where applicable. Arrival is distinct from acceptance. Separate receipt lines and acceptance tranches preserve accepted, rejected and pending quantities. A damaged carton can remain under review while another part of the same arrival becomes eligible stock. The source receipt does not change when accepted stock later moves to another location or is sold.
Accountant matches supplier charges to accepted receipt scope. A bill may have a separate nonstock exception, but an ordinary stock charge should retain its order and receipt lineage. Finance Manager reviews controlled bill exceptions and payment release. This lets purchasing resolve a discrepancy without assuming that physical arrival itself settles the supplier obligation.
How the work is organized
- Commit. Purchasing Manager records the supplier, product unit, quantity, price and original promise before approval.
- Receive. Warehouse Operator records actual arrival; a separate reviewer accepts only eligible tranches into stock.
- Match. Accountant matches the supplier bill to accepted receipt quantity and sends exceptions for Finance Manager review.
What to agree during setup
Agree who confirms physical receipt, who accepts disputed quantities, and how purchase amendments return for approval. Map product buy units to base units before the first order. Keep the decision owner separate from the preparer for controlled releases. Use a real sample that includes a correction, so the operating team sees where the original record remains available.
Check the handoff on an actual case
Place a purchase order, record a partial arrival, accept one tranche and reject another. Match a bill only to accepted quantity. Check that a repeated acceptance or bill match cannot use the same scope twice. Ask the next owner to trace the source, decision and actual event in order. Compare the remaining quantity and value after each partial action. Record the person who resolved an exception and the evidence they used.
