Bring an observed metric, its unit and measurement definition, and the source evidence for a recognizable reporting window. Agree the period owner, source identity and organization time zone. Data Steward should confirm the snapshot coverage and field mapping before collection.

Follow the implementation phases to collect observations, verify supporting evidence and prepare the review context. Include a partial source window and a returned case in the rehearsal.

Use separate analyst, reviewer and auditor accounts. Confirm that the decision concerns the current source revision and that the operation’s recorded effects can be inspected. Compare a usable result with an invalid result whose reason needs attention.

Assign the unresolved question to an Action Owner and record its resolution. Begin the live reporting cycle when the team can explain the measured value, review decision and remaining follow-up from the evidence.
