3. Submit ticket scan Admission Operator

   Admission Operator records the ticket code and admission count, then submits a fixed revision after capacity and evidence checks.

   • Freeze scan revision
   • Updates Ticket scans, Operation receipts

4. Review ticket scan Independent Reviewer

   Independent Reviewer records a decision for that revision and parent event.

   • Approve or reject
   • Updates Review decisions, Ticket scans
   ApprovalA person approves before the work moves on.

5. Complete admission Admission Operator

   Admission Operator records check-in and admitted time once after the persisted effects and provider evidence match.

   • Record one admission outcome
   • Updates Admissions, Ticket scans, Payment evidence, Operation receipts
