Move a Draft definition to Validated, record the review decision and publish the version that was checked. Submit a valid line and a line missing a conditional answer. Compare their outcomes with the decision and operation trace.
Before expanding, have the next assignee open the same case. They should find the source form, reviewer, evidence and any due action without asking the original owner to reconstruct the story. A successor revision is the right place for a changed question. Keep the earlier record available for submissions already made.
