Who it's for

Community service teams

Community service teams may collect outcome data from several service encounters during one program period. The platform keeps observations as separate lines under a program. Each line can carry a citizen reference, service code, observed date, source identifier and outcome value. Operators can attach documents to the program and assign a follow-up action when a source needs correction.

How Impact Measurement Platform is set up for you

Program ownership

Set the organization, goal, owner and observation date when the program starts. The owner can locate assigned work before collection stalls.

Source-linked lines

Retain the source identifier for every observation so a reviewer can check the recorded value against the source of the service encounter.

Evidence check

Record a document's external reference, date and verification state. A file being present should prompt inspection of what it supports.

Independent judgment

Have the reviewer decide on the version prepared by the operator and record a reason for a return or rejection.

Each line can carry a citizen reference, service code, observed date, source identifier and outcome value. Operators can attach documents to the program and assign a follow-up action when a source needs correction.

Pilot a single goal and a program with several observations from the same service period. Include a pending line whose document has not arrived, and give that work to a named person through a follow-up action. When the document is supplied, record who verified it and what changed in the action's resolution. Ask the reviewer to identify the source for each accepted value before the program is marked reviewed.

As the team expands, agree units and source mappings for each service code. Preserve rejected lines alongside accepted ones so an analyst can explain why a captured value did not become part of the reported outcome. If a delivered result later changes, retain the old revision and operation receipt while preparing a successor for review.

Roles on the team

Read Only Analyst
Reads authorized summaries and aggregates across every table plus the four platform pages. No record creation or editing, no schema or administrative capability.
Impact Measurement Platform Operator
Prepares assigned work: record entry on Impact Programs, Outcome Observations, Follow Up Actions and Evidence Documents, read-only on configuration, review and provenance tables. Scope to authorized organizations is enforced by workflow guards.
Impact Measurement Platform Reviewer
Reviews independent assigned work: record entry on Review Decisions only, read-only on every other table. Reviewers cannot approve their own preparation; the workflow guards enforce reviewer independence.
