Order confirmation and review

Order Coordinator starts with a customer order whose device and accessory lines are ready to price. Confirmation uses the lines to compute the order value. It changes the order from Draft to Confirmed, advances its revision, records an operation receipt and opens a review decision. Order Reviewer then examines that specific revision and records the outcome with a rationale.
