• Grant authority. Agree how Grant Manager and Independent Reviewer check a grant reference, approval reference and completed study claim against the institution’s grant source.
• External operation source. If an operation receipt has an external reference, connect the source the team treats as authoritative for that reference.
• Identity. Align the app’s platform users with the correct team member and research organization before package ownership is assigned.

Name the owner of each reference check. For every external operation, retain the operation key, expected package revision and linked effect references so Operations Analyst can compare the record with the authoritative source. A discrepancy belongs in the exception queue for review. Reconciliation should read existing outcomes and should not trigger the external operation again.
