   Research Coordinator or Grant Manager identifies the package action and its expected revision. The operation key gives the action a stable identity.

2. Effect check Operations Analyst

   Operations Analyst reads the receipt and checks its linked effects against the parent work package and related decision or milestone.

   • Compares receipt references with local effects.
   • Updates Operation receipts, Work packages, Review decisions, Research milestones

3. External comparison Operations Analyst

   When an external reference is present, Operations Analyst compares it with the configured authoritative source for that reference.

   • Checks an external reference against the agreed source.
   • Updates Operation receipts

4. Exception resolution Operations Analyst

   Operations Analyst records a discrepancy for review when the effects do not agree; a completed result follows only when they match.

   • Keeps a discrepancy visible for review or records a matching result.
   • Updates Operation receipts, Work packages

Owns the comparison; Research Coordinator and Grant Manager explain the originating action; Independent Reviewer explains a decision where applicable.
