   Plant Operator enters the reading time, value and quality flag.

   • Preserves the source observation.
   • Updates Meter readings

3. Inspect the candidate Operations Reviewer

   Operations Reviewer checks a Received energy period for the same meter.

   • Keeps the period available for a decision.
   • Updates Energy intervals, Meter readings

4. Decide the interval Operations Reviewer

   Operations Reviewer approves a usable period as Validated or rejects it as Rejected.

   • Records the reviewer decision on the interval.
   • Updates Energy intervals
   ApprovalA person approves before the work moves on.
