• Project context. Maintain project and contractor contacts under the responsible agency, then choose the right counterparty on each work package.
• Evidence. Attach files to the parent work package and set internal or shared visibility for each item.
• Finance handoff. If the agency uses accepted quantities in a separate finance process, agree how staff will review and transfer the certified result. Certification in this app does not authorize payment.

Give each handoff an owner. Check the package, inspection and organization references before a reviewer decides a quantity. Keep the original decision and attachment when a later correction is needed. For uncertain guarded work, compare the receipt’s operation key and expected revision with linked local effects before recording a completed result.
