What you can do
Make the target measurable
Quality objectives state the objective, measure definition, target value, unit, review date and owner. A quality review links to its objective and records its review date, observed value and conclusion. Together, they let Quality Manager ask what the team intended to measure, who owned it, what value was observed and what conclusion was recorded at review time.
The objective capture workflow validates the selected Owner and the submitted objective, measure definition, target, unit and review date. It re-saves the attributed objective and submits baseline evidence to a responsible reviewer as a linked Quality Review. The separate review workflow validates an authorized Inspector, the linked Objective, the reviewed date, observed value and conclusion before saving the review. Those checks make the values more useful than an unlabeled number in a dashboard.
How the work is organized
- Define. Quality Manager agrees the objective, calculation, target, unit, review date and owner.
- Capture. Authorized Inspector submits the objective through the linked workflow for the selected owner.
- Review. Authorized Inspector records the observed value and conclusion against that objective.
A target without a measure definition invites inconsistent interpretation. State the population and measurement method in plain language. If the target is a percentage, the unit should say so; if it is a count, explain what is counted. A later quality review can then be read beside the original target without guessing how the observed value was obtained.
What to agree during setup
Decide who selects an objective owner and who is authorized to submit objectives and reviews. Set a review cadence using review date and agree how reviewed date is entered when the actual discussion occurs. Define the meaning of the target unit and conclusion wording before creating the first cycle. If a value comes from another operational system, assign a person to check that source and enter the observed value; the objective record itself does not calculate it.
Keep the owner reference current when people change roles. People connect to Users, so access and attribution should be checked together. Quality Manager can use the due objective list to prepare the next review, then read the linked history to see whether a target has been met repeatedly or only once.
Check the handoff on an actual case
Suppose the team wants to reduce failed Final checks. Quality Manager records the objective, defines the measure as the share of Final checks marked Fail, sets a target value and unit, chooses an owner and review date. An authorized Inspector submits it. At the review, the Inspector records the observed value and a conclusion describing the change from the target. The linked review preserves the date and observed value without overwriting the objective.
Rehearse a second review with a different observed value. Confirm that both review records remain under the same objective and that the conclusion refers to the current result. This lets Quality Manager discuss direction over time while retaining the original target and definition used for the decision.
