The packet is the center of the working model. Its organization, owner and property definition point to setup records. Evidence, review decisions, follow-up actions, state history and execution attempts point back to the packet. Title versions use their parent packet. An operation run points to a packet, and steps point to the run. A reviewer or verifier points to People. These references let a reader trace a decision from source document through the packet revision to an external receipt.
Migration order
