Capture the requested role, hours, interval and required capabilities so the resource manager can compare demand using the same basis. Keep internal or investment work explicitly nonbillable rather than omitting it from capacity.

Preserve the decision context

An urgent request may need an exception under approved practice policy. Record the affected weeks, current conflict and independent decision. Where exceptions are not permitted, revise dates or staffing before confirming work. A later leave approval raises a conflict on existing commitments without silently replacing the original plan.

Read the aggregate fairly

Leadership sees practice-level capacity and utilization with the required privacy limits. Missing source actuals and zero-capacity periods remain distinct from low demand. Bench signals identify future availability; they do not authorize a change in employment status.
