What you can do
Resource onboarding
When Core HR creates an Employee marked as billable / chargeable, the Core HR onboarding handoff writes a draft Resources row with Employee, full name, Email, Practice, primary role, resource type (FTE / Contractor / Vendor / Intern), Location, home state, base hours per week, manager of record, and start date. Resource Manager reviews delivery attributes and the permitted bill rate; Finance supplies the protected cost rate. The authorized onboarding service flips Status: Pending start → Active on the start date. Vendor / Contractor Resources without an Employee record leave resource employee null and carry the same delivery attributes.
Skill profile build
The new Resource fills in resource skills self-service — Skill, Proficiency 1-5, years of experience, last used at — and uploads skill certifications (certification name, Issuer, issued at, expires at, evidence URL). Manager (or Resource Manager) reviews and attests, flipping resource skill source: Self reported → manager attested and skill certification status: Pending verify → Active. Verified certifications can bump a related resource skills row to Source: Certification derived with the proficiency uplift the certification implies.
Match and suggest
On request creation, the skill-match-suggester workflow runs the configured matching service to score every active Resource against the request skills (skill match, proficiency delta, capacity in window from weekly capacity, bill rate fit, Practice match, location preference) and writes the top 10 candidates as request suggestions rows (one per candidate, each with match score, skill match pct, proficiency delta, capacity fit pct, bill rate fit pct, and Rank). The Resource Manager reviews the suggestions on the request detail view, picks the right Resource, sets matched resource, and approves (Status: Pending approval → Approved) only after an atomic capacity recheck. Missing inputs block approval. Overcommit is rejected unless the practice explicitly permits it and an independent Resource Manager records the current conflict and reason. On reject, sets Status: Rejected with rejection reason; the Project Manager can revise and resubmit.
Compare a certification with the work required
A cloud migration request can require a current certification as well as practical experience. The profile keeps the certificate’s issuer, evidence and expiry alongside the underlying skill. A self-reported proficiency is useful context, but it cannot turn itself into a manager attestation or a verified credential.
If a certificate expires before the requested assignment ends, the reviewer sees that date in the staffing decision. A high score for related skills does not erase a missing must-have requirement. The resource manager can select another eligible candidate or return the request for a documented requirement revision.
Keep identity and access separate from the display profile. A contractor may have no employee record but still needs a verified principal and an active delivery profile. Their self-service view shows their own qualifications and assignments while individual cost rates remain protected. Updating a name or email address must not transfer another person’s assignments or access.

What it keeps track of
Data model- Resources
- The person-level resource record — one row per billable or chargeable person on the delivery roster. References the canonical Employee in Core HR but extends with delivery attributes (Practice, Role, resource type, bill rate, cost rate). Pay Runs and HRIS lifecycle live elsewhere; this row exists so staffing has a working record.
- Employees
- Read-only identity mirror from Core HR; employment records and payroll remain owned by HR.
- Skills
- The catalog of named skills used to describe what a Resource can do and what a resource request needs. Practice-tagged for search-narrowing but not Practice-scoped — a single Skill (e.g.
Python) crosses Practices. - Resource skills
- The Resource × Skill matrix with proficiency, last-used, and a self-or-manager attestation. The grain that powers skill-match-suggester and the Skill Inventory report.
- Skill certifications
- Formal certifications backing a resource skills row — the issuer, the certification number, the issue and expiry dates. Drives the certifications-expiring report and the
Source: CertificationDerivedproficiency bumps.
