What you can do
Make the performance measure explainable
Supplier Analyst prepares an assessment with the supplier label, period end and the recorded on-time and acceptance percentages. The assessment belongs to a purchase request and organization, giving Procurement Reviewer an operating context for the performance claim. Supporting evidence should explain both the supplier identity and the basis used to calculate each percentage.
An on-time measure and an acceptance measure answer different questions. Agree what qualifies as on time and what accepted scope represents before comparing results. A missing source observation must not be entered as zero quality merely to make the assessment look complete.
The publish action checks the current assessment and parent revision, validates evidence and freezes the submitted revision. Procurement Reviewer records an independent decision. The assessment reaches Completed only after its effects have persisted, so approval and completed publication remain distinct points in the review trail.
How the work is organized
- Period preparation. Supplier Analyst records the period end and collects the evidence supporting that period’s performance. The supplier label must agree with the actual supplier relationship on the parent request.
- Independent review. Procurement Reviewer examines the submitted assessment and source basis. The decision refers to the eligible revision and records its reason, including a rejection or return when evidence needs correction.
- Evidence of completion. The operation confirms persisted effects before marking the assessment Completed. A repeated request must preserve the earlier result rather than publish another effect for the same operation.
What to agree during setup
Define the numerator and denominator for each measure and keep that definition with the supporting evidence. For an illustrative period, eight on-time deliveries out of ten eligible deliveries means 80 percent on time. A separate acceptance measure might use 95 accepted units out of 100 inspected units, giving 95 percent. Those measures have different denominators and should be reviewed on their own basis.
Agree how partial receipts, authorized quantity changes and missing observations are handled. Name the source of timing and acceptance evidence, and decide who checks it before submission. Requested amount and unit prices provide purchasing cost context; they should not be presented as another performance percentage without an agreed measure.
Check the handoff on an actual case
Prepare the illustrative assessment with its period end and source evidence attached to the parent request. Procurement Reviewer should be able to reproduce the stated percentages from that evidence and identify the supplier being assessed. Submit the current revision and inspect the recorded decision.
Remove part of the supporting evidence in a separate rehearsal. The action must refuse unsupported completion rather than replace the missing observation with a zero score. Then correct a returned assessment and submit the revised evidence for another independent decision.
Finally, inspect an Approved assessment before its effects are confirmed. It must remain distinct from a Completed result. Repeat a successful publish request and verify that its operation receipt leads back to the original effect.
