2. Locate verified assessment Assessor

   Assessor identifies the Assessment entry with Verified status that supports the completion request. Confirm its parent request and inspect the score and supporting material.

3. Request completion Program Administrator

   Program Administrator invokes the guarded completion command. Organization scope, expected revision and verified assessment must agree before the eligible request can move to Completed.

4. Inspect the receipt Program Administrator

   Program Administrator checks the saved request and operation receipt. The operation identity makes a repeat request distinguishable from a new action and supports examination of the existing result.

5. Separate the credential step Credential Reviewer or Auditor

   Credential Reviewer follows the skill case through its own review and issuance procedure. Auditor examines learning completion without treating it as automatic credential delivery.
