What you can do
Independent review in daily work
A review decision is a separate record linked to its parent banking instruction. It names the reviewer, the source revision, the decision, the date and the reason. That creates an audit trail for an approval, rejection or return. The reviewer must belong to the correct organization and cannot authorize their own submission.
The approval path checks the expected document revision before recording the decision and terminal status. This matters when a preparer edits an instruction while a reviewer is reading it. An operation receipt carries a stable key and effect references for the same action. A repeat request should find the existing effect rather than create another approval.
How the work is organized
- Revision held steady. Show the reviewer the same instruction revision that the decision will cite.
- Independent person. Compare the submitting owner with the deciding reviewer before accepting approval.
- Reason retained. Record why the reviewer approved, rejected or returned the instruction.
What to agree during setup
Agree who is eligible to review each organization, how to resolve a returned instruction, and how a preparer resubmits after changing account lines or attachments. Define which supporting files are required for the decision. Rehearse a case where the preparer edits the document while the reviewer has it open.
Check the handoff on an actual case
A preparer sends an instruction to Review. The reviewer opens it and checks the counterparty, account lines and attachment. Before the reviewer acts, the preparer changes the amount and advances the revision. The earlier review attempt is refused, so the reviewer reopens the latest revision and records a new decision with its reason. The document becomes Authorized only after that decision exists. The decision log then lets an auditor see who approved precisely which version.
If the reviewer returns the instruction, the preparer updates the disputed amount or account scope and sends the new revision through review. The reason remains on the earlier decision, so the next reviewer can see what changed. A rejection should also remain visible rather than being overwritten by a later edit. In the pilot, compare a clean approval with a self-approval attempt and a stale revision. The auditor should be able to read the resulting decision and operation evidence without gaining authority to change the document.
