What you can do
Decide on the instruction in front of you
An Independent Treasury Approver reviews the instruction revision, its account scopes and supporting documents before a provider submission. The decision is recorded with the reviewer, time, reason and revision. Approval moves an eligible request into an authorized state. Rejection records the reason so the owner can understand what must change.
The reviewer must be independent of the preparer. Merely appearing on a team membership list is not enough authority for a particular transaction. The person deciding must have the right organizational scope and must review the same revision that will be authorized. This matters whenever amount, account or counterparty details change during review.
How the work is organized
- Review queue. Requests awaiting a decision show their owner, amount and revision so the approver can prioritize real work.
- Decision record. Every approval, rejection or return retains the reviewer and reason against its parent instruction.
- Operation trail. A stable operation key and receipt connect the decision attempt with the effects that were actually saved.
The preparer can answer questions and correct a request, but cannot approve their own submission. An administrator can maintain team membership without becoming an independent financial approver. The auditor reads the trail later without changing the decision.
What to agree during setup
Define who is entitled to approve for each organization and how the team handles absence or a conflict of interest. Decide which document and account checks the reviewer must perform before approval. Require a clear reason for a return or rejection; a vague comment gives the preparer no workable next step.
Agree how a changed revision returns to review. An approval on an earlier revision should remain in the history, while the changed request waits for a new independent decision. Set a procedure for examining an operation receipt that reports a failed or uncertain effect, so nobody retries an external step without first checking what happened.
Check the handoff on an actual case
A preparer submits an instruction for review after attaching evidence and balancing account scopes. The independent approver opens the review queue, compares the amount and accounts with the attachment, and approves the current revision. The decision record identifies that revision and the reviewer. The instruction becomes authorized only after the decision is saved.
Now change the amount in a separate pilot case before approval. The reviewer should see the changed revision and make a fresh decision. Try a self-approval attempt and a reviewer from another organization; both should be denied by the access and decision rules. Keep the resulting receipt so the auditor can inspect the actual saved effect.
