What you can do
Keep the decision beside its result
A work package approval produces a review decision and an operation receipt. The decision identifies the subject, reviewer, decision, date and notes. The receipt identifies the operation type, reference, date and result. Together they let a project manager distinguish a package that was approved from an attempt that failed its guard. The status on the package shows its current state; the separate records explain how it got there.
Operation receipts also record milestone invoice attempts and payment records when progress billings are marked Received. A failed milestone invoice attempt keeps the milestone Approved. The receipt explains that the operation did not move it forward. This matters when a commercial lead sees an approved milestone in the billing queue after someone tried to invoice it.
How the work is organized
- Decision record. Reviewer, subject, outcome and notes stay together.
- Operation result. Success or failure is recorded against the named operation.
- Supporting file. An attachment links a file URL to a parent record and its kind.
What to agree during setup
Agree which evidence belongs with a work package and which belongs with a milestone. A contract, statement of work, receipt, deliverable or change order can be attached to the record it supports. Choose file naming that makes the document recognizable during review. Project Manager should check that the parent record reference is correct and that uploaded links remain accessible to the people expected to decide.
Agree who reads failed receipts and how they route corrections. For work package approval, Work Reviewer should return to the submitted package and check its project, billable choice and hours with the worker before it is submitted again. For milestone invoicing, Commercial Lead should check amount and project before trying again. A receipt is an outcome record; it should not be treated as a substitute for the status on the subject record.
Check the handoff on an actual case
A Site Lead submits a work package for a field survey. The workflow checks it and leaves the package Submitted with a Failed receipt. Work Reviewer checks the package with the crew member and corrects its project reference. Site Lead submits it again. The workflow approves the package and writes the review decision and another receipt. The project manager can see both attempts and the final status.
Later, a milestone owner attaches the signed deliverable to the milestone. Commercial Lead reads the deliverable summary and attached file before approving the milestone. The invoice operation records its own result, so billing staff can investigate an approved item that did not advance.
