What you can do
Put the decision beside the scope
Review is a separate action from preparation. The decision record links to the parent instruction, its source revision and the team member who decided. It stores the decision, date, reason and operation key. That history lets an Operations Manager answer which scope was approved and why. It also prevents a later change to the instruction from inheriting an old decision without another review.
The reviewer checks the requested amount, instrument and mandate against the counterparty eligibility context. Approval authorizes the checked revision. Rejection closes the request as rejected. Return sends it back for correction. A property statement later has its own submitted revision and independent finance decision, because approval of the parent instruction does not by itself establish the statement’s contents.
How the work is organized
- Current scope. The reviewer opens the instruction and supporting attachments, then compares the amount, counterparty and instrument with the mandate.
- Recorded decision. The reviewer records an approve, reject or return decision with a reason against the exact source revision.
- Separated duties. The preparer and the independent decision maker are distinct people; the decision is visible to those coordinating the next handoff.
What to agree during setup
Name the staff who can prepare and those who can decide. Decide what supporting evidence must be attached for each operation and whether an internal or shared attachment is appropriate. Agree the reason detail needed for returned or rejected instructions so the owner can correct the request without guessing. Connect each team member to a user account so decisions can be attributed to a person.
For a finance review of a property operating statement, agree the source of the property identity, period end, collected rent and ledger reference. The reviewer should see the supporting evidence and the same parent and revision that the submitted statement names. The statement can advance only when that specific scope has a valid independent decision and confirmed source authority.
Check the handoff on an actual case
The Operations Analyst submits a request for a property manager after entering the requested amount and attaching the mandate. The Independent Reviewer finds the amount in the mandate, checks the instrument and marks approval for that revision. The Provider Coordinator can then proceed with the authorized identity.
In a second pass, change the amount before submission. The earlier approval still describes the previous revision. The reviewer must see the new scope and make another decision. In a third pass, let the preparer try to approve their own work; the access rehearsal should reject that action. These checks matter more than simply seeing an approved label on the instruction.
