What you can do
Decide for the referenced material
A disclosure review links a document reference and reviewer to an information request. The decision is Release, Redact or Withhold. An exemption citation supplies the reason for a restricted outcome. Keeping each judgment against the request makes the decision understandable beside the requester’s subject and due date.
A reviewer needs to know which material the reference identifies. If several documents are considered, each reference should be distinct enough for a later officer to understand what was reviewed. The withheld and redacted list brings restricted outcomes together for manager inspection. A release outcome still belongs in the general review list, where staff can compare it with the other decisions for a request.
How the work is organized
- Reference. Identify the particular requested document in the review record.
- Judgment. Record release, redaction or withholding with the responsible reviewer.
- Explanation. Capture the relevant exemption citation when disclosure is restricted.
What to agree during setup
Agree the format for document references and the citation practice the public records office uses. Name the people allowed to review a request, and decide how a disputed redaction is escalated. Set a check that compares disclosure decisions with the request’s statutory due date before the response is prepared. The team should also agree where the released or redacted material is delivered; the review record describes the decision.
Check the handoff on an actual case
Take a specialty request with two referenced documents. One may be releasable and the other may require redaction. The reviewer records each judgment with the correct request link. The manager opens the restricted-outcome list and checks that the redacted item has a citation and reviewer. The case officer then reads both decisions beside the request before preparing the response. On appeal, the original references and decisions should still explain what the office decided.
The request link is essential because a document reference by itself may recur across matters. The Case Officer should confirm the subject and requester before submitting a review to the responsible Reviewer. A redaction or withholding decision should point to the relevant exemption citation, while the same list should still show material marked for release. This lets the officer prepare a response from the complete set rather than from only the restricted items.
At handoff, ask another reviewer to locate the document reference and explain the recorded choice using the request and citation. If the office’s reference naming is inconsistent, resolve that practice before entering a larger backlog. A later appeal depends on identifying what was reviewed and who made the original judgment.
