Pilot one organization and one partner first. Create a run with a clear owner and a promised delivery time. Check that the Dispatcher can inspect stops and assignments and manage boarding records, and that a different Transport Supervisor can inspect the review evidence. Add the next organization only after permissions and reports show the right operational scope.
The program should agree who owns organization codes, staff membership and partner eligibility notes. A change in provider does not rewrite earlier decisions. A later correction should retain the prior run observations and receipt. If identity or fleet data is supplied elsewhere, map stable source identifiers and reconcile imported changes before treating them as current operating facts.
