What you can do
Put the offer beside the load it covers
A carrier offer records a carrier name, offered rate in USD and validity date against a parent load. The Dispatcher adds the authority reference needed for review and checks the operating organization. Keep the carrier name and authority reference clear enough that the Transport Supervisor can identify the carrier and locate the evidence for the load being reviewed.
The independent review decision belongs to the parent load revision. The offer also has its own revision and state. Keep the offer identifier and its submitted revision in the award evidence alongside the parent load revision. Before completing an award, check those references against the offer the supervisor approved. Retain the decision reason and the operation result so a later reader can explain why the award proceeded.
How the work is organized
- Offer preparation. The Dispatcher records the offered rate, validity and authority reference while the offer is Draft. Check the carrier identity against the evidence used by the team before submission.
- Independent review. The Transport Supervisor examines the Submitted offer and records the authorization through the guarded review procedure. A rejected or returned request needs a reason that the Dispatcher can act on.
- Award outcome. The award reaches Completed only after its operation receipt has been persisted under the configured procedure. Inspect that result before communicating that the award step is finished.
What to agree during setup
Agree how carrier names are reconciled with the transport partner directory and external authority evidence. Decide which reference the supervisor will inspect to confirm eligibility and who resolves an ambiguous name. A similar trading name should not be enough to identify the carrier receiving the award.
Define how the offer revision is frozen for review and how the parent load revision is checked at the same time. Configure the reviewer’s independence and action authority, then rehearse a changed offer after submission. Agree the validity rule and the handling of a Return decision before the team begins using the review queue. Keep USD rate comparisons separate from any later invoice discussion.
Check the handoff on an actual case
Prepare an offer for the warehouse-to-cross-dock load. The Dispatcher records the carrier name, offered USD rate and validity date, then adds the authority reference and submits the intended revision. The Transport Supervisor opens the supporting evidence and compares the offer with the load being reviewed.
Rehearse an offer whose validity has expired before the decision. The supervisor should identify the issue and return the work under the agreed procedure. For a supported offer, record the independent decision and inspect the operation receipt before completing the award. Add a competing offer on the same load and confirm that the award evidence identifies only the approved offer and revision. Then change its rate in a rehearsal revision and confirm that the earlier authorization cannot be reused.
