What you can do
Start with the case
A meter reading belongs to both a service case and an organization. The operator enters the meter identity, reading time and volume units, then submits it for review. The independent reviewer compares the reading with verified case evidence and prior readings before a decision.
A reading records the meter identity, reading time and volume against one case and one organization. Its own revision matters because a decision on an earlier submission cannot authorize a changed value. The case supplies incident context; verified evidence and prior readings give the Independent Reviewer a basis for comparing the submitted amount. A decision is recorded against the current case revision, and the reading reaches completion only after independent approval and confirmed effects.
Consider a reading taken after an incident was reported. The Meter Reading Operator should check the organization and parent case before submitting it. A reading from a similarly named meter in another organization must not be accepted for this case. The reviewer can return an unclear source, reject an unsupported amount or approve an eligible submission with a reason.
How the work is organized
- Source. Identify the organization and service case before entering the next fact.
- Responsibility. Keep the owner and reviewer visible at each handoff.
- Result. Use the case status or receipt result to show what has actually happened.
What to agree during setup
Agree how meters are identified and what units mean in each organization. Determine the source authority for the reading and the person who can independently review it. Submitted readings should keep their revision so a later edit cannot inherit an earlier decision.
Agree how meter identities are written, what the volume unit means and which source may confirm the reading. Use a prior reading and a verified evidence line in the rehearsal, so the Independent Reviewer has an actual comparison. Keep the Meter Reading Operator separate from the person making the decision. When a value changes, submit a new revision for review.
Check the handoff on an actual case
Take a submitted reading whose case and organization match. Compare its time and volume with source evidence and prior readings. Record a reviewer decision and complete only the eligible submission after confirmed effects. Return or reject a reading when the source, revision or evidence does not support it.
Submit a reading for the same organization as its parent case. The Independent Reviewer checks the reading time, volume, prior reading, verified evidence and case revision. Return one submission with an unclear source and retain the reason. Approve a supported submission, then check the receipt and persisted effect before treating it as completed. Repeating its operation key should find the original result.
