Benefits Manager
Owns the benefits function end-to-end. Runs Open Enrollment, manages carrier relationships, audits eligibility, signs off on QLE approvals over a configured threshold, and approves mid-year plan or rate changes (which require a justification note).
Benefits Specialist
The day-to-day operator. Processes enrollments, intakes and approves QLEs (under the configured manager-approval threshold), runs the COBRA admin queue, verifies dependent documentation, and reconciles carrier-feed rejections.
Manager
Line manager with scope over direct reports only. Sees only an enrollment-status flag (Enrolled / Waived / Pending) per direct report — never plan name, coverage tier, dependents, beneficiaries, or cost. Used to spot reports who have not enrolled before window close.
Employee
