Review and evidence

Review Decisions retain the source revision, reviewer, choice, time, reason and operation key. Record Attachments hold files and visibility, while Operation Receipts preserve the expected revision and outcome of guarded actions. Together these records let staff investigate a decision without relying on a mutable event status alone.

• Independent decision. Independent Reviewer inspects the current event or registration revision and records approval, rejection or return with a reason. The owner cannot use an earlier decision for a changed revision.
• Action receipt. A guarded action carries a stable operation key. Its receipt separates pending, completed, failed and needs review outcomes so a retry does not silently repeat effects.
• Evidence visibility. Event Owner attaches supporting files with an Internal or Shared visibility choice. Admin reviews who can see sensitive material before operating the event.

Agree who may upload an internal or shared attachment, who may see it, and how Independent Reviewer records the source revision and reason. Test a changed event after approval and a repeated action with the same operation key. Give Finance Reviewer responsibility for investigating a receipt marked for review against its linked effects.

An Event Owner submits a revised schedule and an attachment for review. Independent Reviewer checks the exact revision and records a reasoned decision. If opening the event produces an uncertain response, Event Owner checks its Operation Receipt rather than issuing a fresh action. Finance Reviewer reconciles the original key and linked effects; a discrepancy remains visible for review.

Independent Reviewer can show the source revision, decision and reason without changing the event record. Event Owner can find the linked attachment and receipt. When the effect is uncertain, Finance Reviewer checks the original operation key and leaves the discrepancy visible until it is resolved. During rehearsal, have the reviewer explain the decision from the stored source revision and reason, then ask the event owner to locate the same decision without changing it.

Keep the attachment visible to the right people during the decision. A shared file can support the reviewer while an internal file remains within its access scope. The decision reason, source revision and operation key let the next owner identify which event version was approved and which action produced an effect.
