What you can do
Give each job a controlled scope
A work package is the unit a manager can plan, activate, review and accept. Its record number and subject identify the work; organization and counterparty place it under an agency and project. Owner, due date and budget hours make responsibility and timing visible. A revision and baseline reference distinguish the agreed plan from a later change.
The package lifecycle moves through Draft, Planned, Active, Review and Accepted, with Cancelled for eligible scope. A manager should read the status with the task and evidence records, because acceptance is a decision about completed work. The due date is a commitment to examine even if actual task completion dates differ.
How the work is organized
- Plan. Package Owner records the subject, counterparty, due date, hour budget and task lines while the package is being prepared.
- Activate. Public Works Manager checks owner scope, dependency order and revision before work begins, then records when the baseline starts.
- Accept. An independent review of the delivery evidence precedes the manager’s acceptance of complete scope.
Use the board to see the packages moving through status and the due calendar to inspect approaching commitments. The timeline brings started work alongside due dates. These views serve different questions: what state is the package in, and when should the team act?
What to agree during setup
Define a record-number convention, who can move a draft into the planned queue, and the meaning of the hour budget for a contracted package. Decide how to record a baseline revision when scope changes. Agree when an accepted package is final and how a later correction will retain the original evidence. Assign a named manager who can resolve a package stuck in review.
Package owners should keep task revisions aligned with the parent package. A changed due date or owner affects the daily queue; it should be intentional. For cancelled work, verify which task lines remain unexecuted before changing the parent status.
Check the handoff on an actual case
Open a package for a street resurfacing segment, set its agency, contractor project, owner, due date and hour budget, then add task lines. Move the package through planning and compare the board with the due calendar. Record actual hours and an attachment when the crew finishes. Ask the reviewer to inspect the same revision the manager will accept. Confirm an accepted package appears in the accepted list with its acceptance time.
