What you can do
Give the credential a reviewable basis
Assessor prepares a credential case under the learning request with the skill being assessed, the score and an evidence reference. The review date and case revision identify the work being presented. Credential Reviewer examines that case independently, using the supporting assessment evidence and the request context before authorizing issuance.
The case moves through Draft, Submitted, Approved, Rejected and Completed states as the configured review procedure proceeds. A recorded decision retains the reviewer, source revision and reason under the learning request. This gives another person a way to understand the decision without treating a program attendance record as a credential outcome.
How the work is organized
- Case preparation. The Assessor names the skill and provides the assessed score and evidence reference. The case remains tied to its learning request and provider organization so the reviewer can examine the correct context.
- Independent review. Credential Reviewer decides the submitted case revision and records the reason. Approval establishes the reviewed basis for issuance; rejection or return needs a clear response before the case can proceed.
- Guarded issuance. The issuance request identifies both the credential case and learning request revisions, the actor and reviewer, and the approved evidence lines. Inspect the resulting operation evidence before treating the case as complete.
What to agree during setup
Define the skill wording and assessment basis the reviewer will use. The score should have an agreed meaning, and the evidence reference should lead the reviewer to material they can actually inspect. Name the independent reviewer and establish how the Assessor answers a returned case.
Agree which assessment entries the reviewer approves for issuance and how staff check both current revisions. Decide what recorded result confirms issuance for your operation and which supporting files remain available afterwards. If the credential must be published through an external service, agree that connection and its confirmation requirements before the team describes it as delivered.
Check the handoff on an actual case
Prepare a rehearsal credential case for a demonstrated spreadsheet skill. Record the assessed score and review date, then identify the verified assessment line and supporting work sample. Ask Credential Reviewer to explain whether that material supports the named skill and to record the decision reason against the relevant revision.
Rehearse a returned or rejected case so the Assessor understands the required correction. For an approved case, request issuance with the explicit evidence lines and current request and review revisions. Inspect the receipt and saved effect before completing the case. Try an old revision and an evidence line belonging to another request to verify that the operation cannot apply the decision to unrelated or changed work.
What your team sees
- Pending Credential Reviews — Draft and submitted cases with their skill, score and evidence reference.
- Credential Approval Inbox — Submitted case revisions ready for the independent decision.
- Approved Review Decisions — Approved decisions with their source revision, reviewer and reason.
Follow the work through
Follow credential review and issuance and investigate uncertain results through corrections and reconciliation.
What it keeps track of
Data model- Credential reviews
- Credential review cases that carry a skill, assessor score and evidence reference to an independent reviewer.
- Learning requests
- Enrollment and delivery requests for a program cohort, tracked from request through completion.
- Learning evidence
- Individual pieces of attendance, assessment, credential or payment evidence recorded against a learning request.
- Review decisions
- Recorded approve, reject or return decisions made by an independent reviewer against a specific source revision.
- Operation receipts
- Durable receipts for every guarded operation executed against a learning request.
- Record attachments
- Files attached to a learning request as supporting evidence.
Who uses it
Permissions- Assessor
- Prepares the skill case and its evidence.
- Credential Reviewer
- Independently decides and authorizes issuance.
- Learning Coordinator
- Follows the request's progress.
- Auditor
- Reads the decision and resulting operation evidence.
