What you can do
Establish the operating result from evidence
Restoration needs an authorized field confirmation tied to the actual service case. Utility Coordinator supplies that confirmation through the guarded action, with the actual restoration time and reconciled affected scope. Authorized Utility Supervisor reviews the evidence needed for closure. A meter interval accepted under the same case can support context, but it does not by itself establish that the operational scope has been restored.
The case first records Restored when the required confirmation and scope checks succeed. Closure follows evidence review. Retain the reported time, restoration time and underlying observations so an Auditor can explain the sequence. The distinction is useful when the field result is known but a review question still needs resolution before the case can close.
How the work is organized
- Field confirmation. Identify the authorized source of the actual restoration result. Match it to the incident, asset and service area being handled. Keep the source evidence available so the reviewer can inspect what was confirmed and when it occurred.
- Affected scope. Reconcile the scope before requesting the guarded outcome. Partial scope is refused by the restoration action. If the work has changed, use the current case revision and evidence so the confirmation describes the same scope the action is being asked to complete.
- Reviewed closure. Keep the case Restored until the required evidence review supports closure. Authorized Utility Supervisor assesses the relevant material through the guarded path, while the eligible coordinator follows the action result. Preserve the earlier source and operation evidence after the case becomes Closed.
What to agree during setup
Agree which field source can confirm restoration and what evidence establishes the actual time. Define how affected scope is reconciled and how a partial result is represented for follow-up. The people preparing the request should know what the supervisor needs before they treat a report from the field as a completion decision.
Review the retry process for an uncertain request. An unchanged retry retains its stable operation identity; a changed request must not masquerade as the earlier intent. Decide who investigates stale revisions, missing evidence or denied actors. Keep the actual failure explanation visible rather than treating a refused action as a successful restoration.
Check the handoff on an actual case
Use an illustrative incident with a reported scope and authorized field confirmation. Utility Coordinator identifies the intended case, records the actual restoration time and presents evidence covering that scope. The guarded action records Restored when its checks pass. Authorized Utility Supervisor then reviews the evidence before the eligible closure action completes the case.
Rehearse a confirmation covering only part of the affected scope. The request must be refused and the unresolved work must remain visible. Repeat with an older revision, then with an altered request reusing the earlier operation identity. Neither should bypass the guard. Finally, accept an interval under an unresolved case and verify that the reading’s completion does not silently restore or close the service operation.
What your team sees
- Restoration Review Queue — Cases in review with affected scope and external incident context visible.
- Restored Cases — Confirmed restoration outcomes still distinguishable from closed cases.
- Outstanding Operations — Refused or unresolved action results needing investigation.
Follow the work through
Rehearse restoration and closure, then use correction and reconciliation for outstanding or disputed results.
What it keeps track of

- Operational service cases with lifecycle, affected scope and restoration.
- Service evidence
- Source-identified evidence lines supporting a service case.
- Review decisions
- Independent reviewer decisions on a source revision.
- Operation receipts
- Stable operation keys and persisted results for guarded actions.
- Record attachments
- Uploaded evidence files linked to a service case.
Who uses it
Permissions- Utility Coordinator
- Prepares authorized field confirmation and follows eligible actions.
- Authorized Utility Supervisor
- Reviews the evidence before closure.
