Background Check Coordinator
The day-to-day operator. Owns the screening function — sends ConsentRequests, monitors orders, chases vendor delays, intakes disputes, and signs off on the cleared / adverse signal back to hrms-onboarding.
Recruiter
Initiates the consent at offer-accept and tracks consent / order status for own offered candidates. Does not see report content or adjudication detail.
Hiring Manager
Sees only the final adjudication outcome for own candidates — Engage (proceed with hire) or FinalAdverse (rescinded). Never sees raw report content, never sees Consider state in flight, never sees PII.
Adjudicator
Reviews ScreeningResults flagged Consider and decides Engage, ConsiderAdverse, or FinalAdverse. Trained on EEOC nature / time / nexus analysis and the applicable state laws.
Candidate
External user with a self-service portal account. Limited to own record only. Reads own status, completes consent, uploads identity documents, sees own report (on dispute or adverse notice), files disputes.

The audit-defensibility report — every row should be a clean compliance trail.
Dispute Resolution
Disputes filed in the period: reason category, days to resolution, resolution outcome (Updated vs. NoChange), provider ticket reference, whether the underlying Adjudication outcome flipped. Surfaces provider data-quality issues by ScreeningProviders × CheckTypes.
