Describe the work at each centre
A work centre may represent a machine group, manual bench, assembly area, inspection station or outside process. It identifies the supervisor and the operational capability the planner can assign.

Daily capacity and machine count summarize the work centre. Finite scheduling uses the calendars of its named resources; multiplying those calendars by the machine count again would overstate capacity. Outside operations use the processor’s evidenced lead-time span instead of claiming an internal machine.

Protect the costing basis
Shop Owner and Admin prepare rate and policy changes through the protected approval path. Production Manager maintains operating capacity and resource assignments without gaining authority to change financial rates. Employee labour overrides retain restricted visibility.
A quote captures the rate version used in its estimate. A time ticket retains its actual rate and allocation basis when reviewed. The active policy determines whether worked-time or approval-time rates apply, with worked-time as the default. Neither approach permits a later master edit to restate posted work.
Setup, run and rework can have different labour effort and machine occupancy. Rework therefore retains machine and burden cost where those resources were actually used. An employee override can produce a labour-rate variance even when elapsed time matches the estimate; the close review must separate rate changes from additional hours.

Build the standard sequence
A part routing belongs to a part and drawing revision. Estimator sets the ordered operations, work centres, setup hours and run hours per unit. Operations can include an outside supplier, per-unit or declared lot pricing, program identity, setup sheet and detailed instructions.
Operation numbering leaves room to insert a necessary step without obscuring the original sequence. Examples include saw, turn, mill and deburr, or rough machining followed by heat treatment and finish grinding. Inspection requirements belong with the affected operation rather than appearing only as an informal note on the drawing.
Draft routings become Active through technical review by Production Manager. Obsolete revisions remain identifiable for historical work. A new standard should reflect a reviewed improvement, such as a setup fixture that reduced preparation time, while the old job retains the plan under which it ran.
Carry instructions into the traveler
Copying a routing into a quote includes its instruction and inspection content, not just the operation names and hours. The offered drawing, program revision, setup sheet and source operation references follow the accepted offer into the job snapshot.
Released travelers identify their snapshot and revision. The operator can check which instructions apply, and the inspector can assess the pieces against the same basis. A revised master setup sheet is not silently substituted into an existing released traveler.
Paper and configured floor-entry methods use the same job and operation identities. Device support, scanning and document presentation are established during rollout; the authored plan does not imply a particular machine or terminal connector is already available.

Use the right inspection checkpoint
First-article permission does not report completion of the full run. Unflagged operations still need approved production evidence to complete. When a failed inspection requires rework, the added operation retains its own hours and instructions and returns the affected pieces for the required inspection.
Outside processing retains the specification the supplier must meet and the cert requirements for return. Partial accepted returns release only those pieces to subsequent work; unreturned or rejected quantities remain visible.

Improve the next estimate
Estimator compares released setup and run estimates with approved actuals and separates recurring process issues from one-off disruption. Changes to the standard are reviewed for future work. This makes the routing useful for repeat quoting without rewriting the history used to explain the last job’s margin.

Roles and permissions
Sets protected margin, purchase and exception policy, decides below-margin offers, above-limit purchases, financial changes and manual costs, and authorises every job close. Default independence is person-based. A permitted OwnerException requires an explicitly activated small-shop scope and a reason on that decision; switching roles never creates independence.
Builds Draft offers and routing revisions. Every offered quantity alternative is reviewed, and accepted versions stay unchanged. Can release at-margin offers through the recorded EligibleEstimator path; cannot lower the target floor on the quote.
Releases approved job plans, confirms finite schedules, manages material and production scope, reviews tickets across the shop, and prepares close evidence for Shop Owner. May change work-centre capacity/calendar assignments under policy, but not machine/labour/burden rates or employee rate overrides.
Sequences and oversees assigned work centres. Ticket review checks actual employee identity and the work centre's named supervisor; a supervisor cannot approve their own work ticket.
Performs assigned released work, records actual intervals and proposed good/scrap quantities, and issues material to the assigned job. Reported quantities remain provisional until the applicable approval; the operator cannot directly edit aggregate production or stock balances.
Procures material/outside services, records exact supplier and customer-material custody, and controls stock-room issues/returns. Receipt arrival is separate from cert/inspection acceptance. Supplier status and material master edits do not grant financial or stock-balance bypasses.
Inspects disjoint presented lots, records first-article continuation and final acceptance, and resolves technical nonconformance scope. Final acceptance requires a person independent of the production being accepted; a second role does not waive that boundary.
